Judicial Foreclosures in the District of Columbia

Implications for Insuring Foreclosures in D.C. in 2023 will cover the nuts and bolts of underwriting judicial and non-judicial HUD foreclosures in the District of Columbia. Particular emphasis will be given to not only the technical aspects of foreclosures, but also the real-world practical risk analysis factors in underwriting foreclosures for title insurance purposes.

Review of Recordation Tax Exemptions Affecting D.C.
Dan Altomare, Office of the Recorder of Deeds - Office of Tax and Revenue
This course will cover commercial modifications and refinances, the purchase money recordation tax exemption and tax abatement applications. We will discuss two OTR Tax Notices, one regarding commercial refinances and modifications, and one regarding purchase money, as well as the tax abatement application and required supporting documents. We will also talk about some common mistakes our office sees while reviewing these types of recordings.

This presentation reviews laws enacted and court opinions entered in the District of Columbia during the last year that impact the title industry.

D.C. Water on Effective Use of the Third-Party Portal
Tarsha Anderson, GIS Billing Supervisor, D.C. Water
Ms. Anderson will discuss the water billing and collection process and its effect on insurability of title.  She will then take participants through the Third-Party Portal sign-up process and demonstrate how to use the portal to obtain information and communicate new information to D.C. Water regarding the new owner.  Common issues will be highlighted and solutions to those issues suggested.

A New Day for DCRA – An Introduction to D.C.’s Newest Departments
Don Sullivan, Program Manager, Vacant Building Classification, and Nicole Rogers, Program Manager, Permit Center, The Department of Buildings
The DC Department of Buildings (DOB) joins the District of Columbia Land Title Association’s (DCLTA) 2023 Spring Seminar to present a program outlining the introduction of the newly established DOB and sharing key information about its permitting and vacant property classification programs. Topics will include overviews of both programs, in addition to introduction to key digital applications introduced by the agency to streamline service delivery and enforcement of District regulations. Participants can expect a robust program that provides key insights into one of the District’s most influential regulatory agencies.

METHOD OF PAYMENT:
Credit card payments can only be made online. To pay by check, please download the registration brochure and make check payable to DCLTA. A $25 fee will be charged for returned checks. 


CANCELLATIONS:

Cancellations received by noon, April 28, 2023, will be refunded, less a $50.00 fee. Substitutions of participants are permitted.
